About Us


HARC was started by parents and friends in 1961 who started a day program for children with disabilities in a church basement in La Plata.  This was followed up with a Thrift Shop on Kent Avenue also in La Plata.  The group incorporated as an Association, growing and adding new members over the years. HARC also became a vocal and influential advocate for other programs and services for children and adults with disabilities. These helped in opening of the F B Gwynn Center, a public special education school for children in 1977 and Spring Dell Center’s adult program in 1975.


In 1979 HARC opened its first group home in Waldorf, Maryland. In 1985 three new homes were opened in La Plata and one new home in Waldorf. The agency steadily expanded over the years, adding three homes in 2009 to reach its current twelve.
